Record formal P28-02 equivalence harness acceptance without original-unit credit
P28-02-EQ (support task) completed through the normal Runner flow: S9adbbee-> Q4e34e52on main54e07ca. Exact-S native 7 phases, formal unit 179 and native-verify, fresh independent Opus review of all 6 conditions (pass, low 2), normal integration and final, joined with the actual Runner DB and traceability. The earlier changes_requested (a46418d, EQ5) and the b2dbda8/6f75c9a failures stay preserved. Original P28-02 remains in progress; 23/88 and 4/30 unchanged.
