# REPAIR39 — blocked: required exact-version source context unavailable
The REPAIR38 engineering constraint is resolved. The authorized implementation
choice is one CASE_TABLE with reserved-ID counts, replay labels and per-case
dispatch; `_queue` and `_reader` may be generalized without forking them.
No private-refactor or policy question remains open.
The complete A–F batch remains unimplemented in this attempt. No executable
source was changed, no partial batch is submitted, and no native admission or
acceptance is claimed. PENDING.md and S5_ROOT_RUN.md remain unchanged because
the cases and whole-batch prerequisites have not been implemented.
## Required context gap
REPAIR38 records reading Root's `q37-remaining-source-map/SOURCE_MAP.json`
and an M runtime reference, explicitly distinguishing that reference from
the worker runtime. Those materials are not present in this checkout or the
registered runtime directory in this session. Recursive file enumeration used
hidden and ignored files as well. The checkout has no `.review-material`.
The previous owner-handoff references documented in REPAIR36/37 are likewise
absent from the enumerated runtime files.
Direct reads establish:
| Available input | SHA256 / result |

| tools/run_p13_reference_tests.py in both locations | missing |
The matching runner file is available; it is not itself a missing dependency.
Neither available runtime is established here as the frozen M c0ea009 source.
The phase facts in the direction do not supply the missing function bodies,
exact source mapping or UID helper contract. Substituting the historical R17
product or the worker runtime would not meet exact-version grounding.
Required to resume the same full batch: restore the locally readable,
hash-bound M source map and its referenced source bodies (including runtime,
facility and defense dependencies), and the Q UID helper reference used by
REPAIR36/37. Restore the q36-writer-contract INDEX and its referenced typed
materials for the existing adapter-control dependency. These are context
requirements, not requests for a new policy, acceptance waiver or native run.
## Work and validation actually performed
Read-only file discovery, relevant existing status/probe/wrapper inspection,
local input inspection and SHA256 computation were performed. Only this status,
REPAIR39_STATIC_CHECKS.json and the REPAIR38 supersession notice were written.
No Python or GDScript was modified, so no py_compile, AST or probe_guard check
was run. No controls, engine, Git, Runner, native execution, other agent,
integration or /tmp operation was performed.
r35 and r36 remain FAILED; Q37 remains a successful local diagnostic only.
M c0ea009, formal 16/88, original 30/88, P04 credit 0, the 15+EV membership
and thresholds, seven domains, six D05 decisions, A01 and allowed_paths remain
unchanged. No original-unit completion is asserted.
After the complete source batch, Root's order remains: pure controls;
check-only S1–S5 plan; one heavy lease for fresh S1–S5 with capacity/PID checks
and verified restore manifest; fresh collect; full184/329 once on final Q;
index; --verify-only; independent review; normal prepare/final and Root join.
This blocked attempt does not authorize starting that sequence.
