Settle Mana raised above capacity between boundaries as recorded overflow
instead of rejecting saves or latching a fault, exclude destroyed facilities
from upkeep demand, and keep the depletion drill's outage sustained.

Initial 100, capacity 300, world tree +20 per 10 game minutes. Each boundary
pays registered upkeep demand before storing surplus; overflow is discarded
and recorded, 0 stops the whole tower. Furnace offers are judged after
generation and demand payment. New saves carry mana_reserve and Operations
rollback includes it; legacy saves keep a 0..300 amount and reject others.
Outage tests that relied on Mana 0 persisting now hold the outage with a
disabled demand sink, since the world tree recovers at the next boundary.

Preserve production code, regression fixtures, audio assets and provenance, test infrastructure, and the original-completion plan and progress ledger. Final game and Windows acceptance remain pending; excluded local artifacts and native experiments are not part of this snapshot.
Show normal usage fees separately from the unspecified desire-match surcharge. Preserve free reception and omit guest pricing from warehouse and cleaning rooms.
Validation: 155 suites / 12,310 checks; focused 700 checks; strict state and event equivalence; 16 normal and compact FRONT/BACK captures.
Capture current source, content data, tests, asset licenses, and original-specification traceability. Original implementation remains incomplete. The accepted matching UI generation passed 154 suites and 12,253 checks, with eight rendered staff-contract screens reviewed. Latest native Windows and full-original acceptance remain outstanding.
