"reason": "P04-01 (repair_pending, source 2dde759, repairs 29, max null) stays on wait. The repair29 review found the docs accurate to current code. The block is that 4 of the D05 order rules are still undecided, and the spec requires the order across 閉店/停電/破壊/退出/課金/シフト交代/00:00決算 to be stated (順序を明記): (a) whether RELATED_FACILITY_INACTIVE or NO_POWER takes priority, (b) destruction command vs incident completion, (c) command leave vs AI planned exit, (d) the order of a 00:00 new-day sale vs settlement. The Opus-recommended A bundle (keep current behavior) is a candidate the owner has not approved. The owner has approved only two things: dependency-closure hold with no charge, reservation retention and resume once; and 17:59->18:00 completion/payment before the shift change. Another repair cannot supply owner decisions, so request-repair would be speculative and is not used. Nothing in P04 is re-run, re-tested or re-reviewed, and BASELINE183 is not cited as authority for destruction. When the owner answers (a)-(d), the next P04 step is a narrow repair. It writes only the approved rules into order-audit.json and ORDER_AUDIT.md and adds boundary proof for exactly those rules. The seven product-order source files and the static P04 merges are reused only after their hashes are rechecked against the pins.\n\nProposed next independent original unit: P24-02 操作と通知 (existing task the-tree-p24-02-operations, submitted 9641ed52, repairs 3, max null, no active worker). Of the open units it does not touch D05, P06 mana values or P18 production values, and it already has the most collected evidence. That makes it the strongest candidate to close one of the 88 units. Its acceptance is: 無効操作を説明し、クリック代替と日本語入力・表示倍率を確認する. Per docs/spec/acceptance/P24-02-code-r01.json, warnings must come from real upstream triggers, fixture-only completion does not count, and platform-specific conditions are required.\n\nFirst bounded work item (one request-repair on that existing task, not started in this decision). The worker reads P24-02-code-r01.json and maps all 8 whole conditions against the exact 9641ed5 source in a gap matrix. For each condition it records:\n- the real upstream trigger, with the call path from the actual rejection or validation site to the visible explanation;\n- any existing evidence that applies, rechecked by source, config, input and environment hash: Japanese IME normal save/rename, click alternatives, the r03 normal Main 256-entry notification log, the 8 real-viewport operations, and the separate-process resume (314 functions + 23 parse);\n- the concrete evidence still missing.\n\nOnly missing items are then implemented or evidenced, limited to allowed_paths. Remaining conditions likely include invalid drop/placement explanation with a real cause, modal/pause/resume, speech bubble/cut-in, display scaling at each required scale, and the click alternative for every operation not yet covered. Collected IME/click evidence is reused only if 9641ed5, or its successor source, leaves the relevant UI/input files unchanged. Otherwise only the affected items are re-collected. There must be no duplicate whole-test runs and no fixture-only passes.\n\nRequired later checks:\n- the p24 current-source validation;\n- the full suite run once on the final candidate, reusing exact-match full/parse/ended results the way P23-03 did;\n- a separate session for any condition the spec marks platform-specific: native macOS IME/scale evidence, with Windows-only conditions kept individually pending if the spec requires them, not waived;\n- independent Opus review of all 8 conditions with no partial credit;\n- normal final validator, then prepare-integration; main commit/push is already authorized.\n\nGaps: this frozen P04 checkout does not contain P24-02-code-r01.json or the actual DB IME artifacts. The P24-02 dispatch must read them from current main, and the gap matrix there must verify the 8 conditions; this decision has not checked them.",

"codex_model_reason": "The P04 action is wait, so no Codex run happens and Astra's extra cost would buy nothing. The proposed P24-02 first step is a bounded gap matrix plus a check of whether existing evidence applies. That is ordinary audit and UI-evidence work with explicit spec conditions, so the default model is enough. Astra would be considered only if a later repair needs difficult cross-platform IME/scale fixes in product code."
