The acceptance record said every failure's raw output was kept, which
contradicts the record gaps listed right below it (the first a073ccb
derive run and the stage-only diagnostic copies). It now says the
formal test raw output and the earlier review results are kept, no
earlier S evidence is reused for the new S, and the missing original
bytes are stated in the next section. The two ledger references to the
record take its new hash; the static plan check is rewritten.

P16-01-DISMISS (dismissal of a general employee by the ordinary
command and the Main staff panel, with the A14 severance, held unpaid
wages, refusals R1-R9 and the cleanup at the command boundary) passed
all four normal gates: validation, review, integration and final. A
fresh separate Opus review passed F1-F10 with no high or medium
finding and five lows. S f5fe219 -> Q 4ca3bbe with the same tree; the
measurements are on S.
Original credit is 0, so the count stays 24/88 and 4/30. Original
P16-01 moves from planned to in_progress; recruitment, market and debt
acquisition and the cost per employment category remain. P16-03 stays
planned with a note. The P05 residual on the dismissal severance is
restated (A14 answered, connected, not counted as P05 completion).
The five review lows, the R9 boundary, the kept record gaps and the
Windows device acceptance are disclosed. Earlier failures and
changes_requested reviews are kept. IMPLEMENTATION_PLAN gains the
current 24-unit, feature-first section above the kept history.

P07-01-WX (natural weather, rain arrivals and stay, storm, world tree
and adult fog effects, HUD forecast, save and migration) passed all
four normal gates: validation, review, integration and final. A fresh
separate Opus review passed WX1-WX8 with no high or medium finding and
two lows. S db87270 -> Q 9b5b09b with the same tree; the measurements
are on S.
Original credit is 0, so the count stays 24/88 and 4/30. Original
P07-01 moves from planned to in_progress. The furnace yield 120 at fog
boundaries and AR.weather.fog_magic remain, waiting for the P13 furnace
facility, D04 and the A06 separate approval. The event-log name of the
weather event and the two review lows are disclosed. Earlier failures
and changes_requested reviews are kept.

P05-02 (all expense categories and front/back funds) is formally completed:
S 8954914 -> Q cb183fd (same tree), Runner completed 8/8 with validation,
review, integration and final passed, and a separate fresh Opus PASS for
F1-F8 (high/medium 0, low 3). Measurements were taken on S; Q was
re-verified by content and is not relabelled as measured. Original
completion moves from 23 to 24 of 88; packages stay 4 of 30.
Still open: the P05 package (P05-03), ordinary-play back_gold (P09/P11
remaining_paid_role), two UI lows deferred under the feature-first
instruction, severance, Windows and whole-game acceptance. Earlier
failures and changes_requested reviews are kept.

P28-02-EQ (support task) completed through the normal Runner flow:
S 9adbbee -> Q 4e34e52 on main 54e07ca. Exact-S native 7 phases,
formal unit 179 and native-verify, fresh independent Opus review of all
6 conditions (pass, low 2), normal integration and final, joined with
the actual Runner DB and traceability. The earlier changes_requested
(a46418d, EQ5) and the b2dbda8/6f75c9a failures stay preserved.
Original P28-02 remains in progress; 23/88 and 4/30 unchanged.

Cite the real Runner receipts (submitted a5d2491, integrated/final b7f6168,
9/9 conditions, low findings preserved) in a new ACCEPTANCE record. Keep the
x1 budget miss, x3/stall/render/Windows, the unused staff service shaft and
the four low findings as separate unmet items. Pinned p06-01/p14-02
acceptance JSON unchanged; the 46-suite supplement lives in the new record.
Sync P28-01 summary and gaps to the r02 measurements; next unit P28-01.

- P14-03 on 83b170a: formal 192/192 (22,198 checks), Root pairs 5/5,
representative perf r02 (collection/functional comparison established;
x1 ~827 ms exceeds the 4 ms budget in both versions), independent Opus
whole-unit review PASS. Per the skill contract it stays uncounted (21/88)
until Runner's own validate/review/integration/final; the registration
proposal and evidence-binding verifier are under artifacts/.../p14-03-runner-gate-r01.
- Correction notes on P06-01/P06-03/P14-02/P06-02: their regressions missed 46
roster-only suites; the defects found there are fixed in 83b170a and the
formal 192-suite run covers them. Completions and approvals are preserved.
- IMPLEMENTATION_PLAN header and progress_snapshot next pointers now show 21
units, P14-03 at the Runner gate and P28-01 next; history kept.
- Evidence matrix: 50% slowdown attributed to test_runtime_path_traffic,
injected trips and budget/scope wording per the review.

- ElevatorService snapshot v2 carries the shaft-wide wait; v1 saves (written
with every elevator dynamic_cost 0) migrate by deriving it on load, and any
v2 mismatch, including all zeros, is rejected atomically. A genuine save
from 50ceca0 is kept as tests/fixtures/p14-03/legacy_rush_v1.
- A guest aboard a cabin no longer decides, leaves or despawns until the
elevator sets it down at a real landing; previously a rider told to leave
vanished from a moving cabin.
- test_route_wait_choice now proves the rush detour and route loss with a
worker who actually walks, every shared rider's arrival cell, service
elevator and stair congestion, legacy migration and a new-PID restart.
- Register completion markers for the seven suites added this session and
bring the P14 ledger in line with P14-02's completion.

The FRONT Mana warp is guest-only: its connectors carry the "!staff" access,
which path access checks treat as open to everyone except staff. A new 2x2
BACK service warp links only to other service warps for staff, with A07
values. Registry and palette now hold 25 definitions.

2x2 FRONT warp at 3000G/30 materials/360 min, 15G/day and 1 Mana upkeep.
Every completed warp pair is linked by one path connector, so crossing is a
single step; a 3-Mana fare per rider is charged once in the step's tick.
Warps close while either end is unpowered, the reserve is empty or below one
fare, and blocked arrivals offer no step. Saves validate the derived links.

Settle Mana raised above capacity between boundaries as recorded overflow
instead of rejecting saves or latching a fault, exclude destroyed facilities
from upkeep demand, and keep the depletion drill's outage sustained.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Initial 100, capacity 300, world tree +20 per 10 game minutes. Each boundary
pays registered upkeep demand before storing surplus; overflow is discarded
and recorded, 0 stops the whole tower. Furnace offers are judged after
generation and demand payment. New saves carry mana_reserve and Operations
rollback includes it; legacy saves keep a 0..300 amount and reject others.
Outage tests that relied on Mana 0 persisting now hold the outage with a
disabled demand sink, since the world tree recovers at the next boundary.
