provisional: ELC Editorモックの所感を画面仕様の入力としてまとめる

Browse Source 
PHY・IDX Editorの所感と同じ構成で、合意できた方向・要検討・モックの実装上の問題に分けた。
片側だけの配線を保存できるようにする方向と、ボードを提供者にする方向は合意したが、本決定は別途行う。
