"reason": "【判断】wait。agyの現runは停止のまま再開せず、UI調査を終端として扱う。P24-03は未達(0/1)で、受入分母・条件・上限・権限は変更しない。同じ原unitのコード実装をCodexへ渡す案は妥当と判断する。ただしspecの実装指示は「UI寿命/保存選択の担当はagy」と書かれている。worker差替えはその文言と食い違うため、窓口/オーナーの了承を待ってから割り当てる。それまで待機。\n\n【原因】agyのCLI ui promptはshell git statusだけを許し、view_fileはAbsolutePathのみで、行範囲指定や末尾までの確実な読取り手段がない。そのため同一引数で読み直す反復になった(main.gd 17回、staff_service.gd 13回、guest_service 6回、6分超)。編集は0。これは仕様不足でも環境blockでもなく、役割とツール能力の不一致。作業内容は画面設計でも素材差替えでもなく、GDScriptの選択保存/復元/不存在処理というデータ整合と寿命制御が主体。既存変更が0なので、Codexへ渡しても重複実装にならない。\n\n【最小対策】(1) agyの該当runは停止のまま維持し、同一引数の反復読取りを再試行しない。(2) agyの成果は「UI調査の終端」として記録する。範囲は、開始前の全回帰構成(1299 source/172 suite/303 parse)確認がpassだったこと、実行は0であること、読取りが停止要因だったこと。これは新しい全体blockにしない。(3) 同じP24-03・同じtask契約(allowed_paths、resource_locks、max_repair_attempts=2、validation p24-acceptance)のまま、実装担当をCodexへ割り当てる。base_commit 9b2ee48は維持する。(4) 未実行の証拠はpendingのままにする。\n\n【担当分界】\n- Codex:\n - main.gd、guest_observation_panel.gd、staff_management_panel.gd のうち、必要な不足だけを修正する。対象は、選択ID/表示値/レイヤー/地図強調の保存・復元、不存在・不正型・過大ID・旧metadataの安全処理、失敗読込時の現在選択とゲーム状態の保持。\n - 実離脱/除去後に選択しない扱い。履歴の存在と現在の選択可能性は区別する。Unique人物の解雇/消去禁止は維持する。\n - tests/ui/test_selection_departure.gd と tests/ui/fixtures/selection_cross_process.gd の追加。\n - tools/check_p24_selection_evidence.py の作成。--verify-onlyはBUILD_OUTPUT_DIR/p24-evidence/index.jsonを読み、証拠なし/古いsource/未実行/条件不足なら非0にする。自己申告trueだけを受入にしない。\n - tools/run_all_tests.py の--suite複数指定(任意)と、新suite分のpolicy追加。\n - docs/plans/original-completion-2026-10-02/execution/p24-03/ の条件matrixと変更/不足/実行計画。\n- agy: 画面確認が必要になった場合に限り、通常OSの選択・保存・別process再開の観察を担当する。これはコード提出後の証拠収集であり、実装ではない。\n- Runner/root: 正式試験、全回帰、別Claude独立レビュー、承認、統合。commanderと作成者はgit書込みや他worker起動をしない。\n\n【原contractの保ち方】\n- 受入は7条件(facility/guest/staff lifecycle、layer_and_values、invalid_and_failed_load、normal_os_input、final_validation_review)すべて。部分完了や条件緩和はしない。\n- 直接state変更で通すことはしない。pressed.emitや関数呼び出しだけをOS入力証拠にしない。\n- テストの削除・無効化、assert削除、件数の水増しはしない。既存suite/cleanup/strict markersを弱めない。\n- 上限・予算・権限は拡大しない。allowed_paths外は変更せず、必要なら提案として返す。\n- 外部入力は必須化しない。旧別worktreeの外部パスを必要入力にせず、現repoのsourceと固定specだけで完結させる。\n- SHAは区別する。spec_sha256は git show の文字列をstrip()してUTF-8でハッシュした値。source_pinsはraw bytes SHA。末尾改行によるraw/normalizedの差だけでblockedにしない。\n- 現source pinsは再確認する。pinと違うfileは、既存成果を再利用するか判断してから修正する。正常な既存実装は再実装しない。\n- Package依存と数値未承認は統合前提であり、この縦スライスの全体blockにしない。Windows固有条件は別途未受入のまま。Macで足りない証拠は作業として扱い、環境blockにしない。\n- コード提出はsubmittedとして可。元成果の完了は、全必要証拠(native/cross-process/OS入力/最終候補の全回帰)と独立レビューの後だけ。\n- 仕様変更、受入分母変更、予算拡大、承認、main統合はオーナー判断。この提案には含めない。"
